In this case ,The most important parameter is called power.The satellite navigation system must be able to operate reliable and accurately to provide the user with proper navigation information .A chip is higher performance would be able to process the navigation data faster.  IF it consumes too much power and causes the system is overheat and fail then it would not be suitable for this application .A chip with lower power consumption and higher reliability is more desirable for this application. So power should be priority in this situation.
